核心价值观“诚信”融入法治政府建设的几个问题

Several Issues concerning Incorporating Credibility as a Component of Core Values into Building a Law-Based Government

在社会主义核心价值观体系中,诚信是作为公民个人层面的价值观来安排的。但并不意味着诚信不应融入法治政府建设,或者与法治政府建设无关。诚信融入法治政府建设,不只是融入公民个人诚信,更重要的是融入公务员诚信和政府诚信。诚信具有价值追求和行为准则的双重属性,可通过融入行为准则的方式实现价值目标的融入。在宣传和解读诚信价值观概念时,不仅要立足于我国传统文化中的诚信观念,还应充分融入市场经济契约和现代法治赋予诚信的新内涵。从我国诚信建设的实际看,诚信融入法治政府建设,需切实建立政府诚信评估制度和公务员诚信档案制度等机制。

In the system of core socialist values,credibility is regarded as a key component concerning a citizen’s personality.This,however,does not mean that credibility should not be integrated into the construction of a law-based government or has little bearing on this great cause.The incorporation of credibility into building a law-based government requires the enhancement of citizens’personal integrity but more importantly has to improve the credibility of the government as well as the personal integrity of public servants.Credibility is of great axiological value and at the same time is an essential part of the code governing our conduct.That is to say,when credibility as a code of conduct is incorporated into the construction of a law-based government,its corporation as a component of values system will consequently be achieved.In promoting and explaining the idea of credibility,we not only have to base it on the notion of credibility in the traditional Chinese culture but also should take into consideration the new qualities it has gained from the operation of contract-based market economy and the rule of law in the modern society.With a view to the enhancement of credibility in China,the successful incorporation of this value into building a law-based government depends on the establishment of such effective mechanisms as assessing the governmental credibility and filing the credibility records of public servants.
