协同治理视角下的档案公共管理探究

协同治理是一种由政府部门主导,社会组织、市场主体、公民团体等多种要素协同参与社会事务的公共管理模式。协同治理所具有的多元、合作、协调、共享等特点,已经成为西方学界和政府部门颇为重视的公共管理模式。本文以协同治理为视角,分析我国档案公共管理模式存在的问题,结合国外档案管理的经验与启示,提出进一步改进我国档案公共管理的对策,以期对我国档案服务优化和发展有所裨益。

Synergy governance is a public management mode in social affairs that is led by government departments,and participated by social organi?zations,market players,civic groups and other elements.Synergy governance has many characteristics such as diversity,cooperation,coordination and sharing.It has become a public management mode which has been attached great importance by western academia and government departments.This paper,based on the perspective of synergy governance,analyzes the problems in the public management of archives in China,and puts forward some countermeasures to improve the public management of archives in our country by combining the experience and enlightenment of foreign archives management.It is expected to benefit the optimization and development of archival services in China.
