常州市区征地成本变化趋势及影响因素分析

Study on the trend and influencing factors of the cost of land expropriation in the last ten years in Changzhou

本文以2007-2016年常州市区征地成本的变化趋势为研究对象,对征地成本的变化特征及各构成要素进行了分析研究,揭示了征地成本持续上涨的规律及原因,对引起征地成本上涨的主要因素进行了深入探讨,并阐明其现实意义。征地成本增加虽然给地方政府和用地企业带来巨大的资金筹集压力,但有利于地方政府科学统筹城乡发展,合理安排征地计划,尽量少征或不征农用地;增强了地方政府对耕地保护的调控能力,为开展土地复垦和土地整治提供了资金保障;有利于维护被征地农民的合法权益,推动城乡社会保障体系并轨,促进社会公平正义。

Taking the trend of the cost for land expropriation from 2007 to 2016 of Changzhou as the research object,the change of the cost for land expropriation and its constituent elements are analysed,the evolvement laws of the cost for land expropriation and its reasons for changes have been revealed,and this paper also discusses the major factors of rising cost of land expropriation,its practical significance is also explored.The rising cost of land expropriation is putting financial pressure on the local government and land using enterprises,but this would help the local government scientifically balance urban and rural development,arrange land use plan properly,control the occupation of agricultural land;And the local government enhances the ability of the regulation and control of farmland protection,provides funds for land reclamation and land renovation.This is very useful for protecting legitimate rights and interests of farmers,promoting coordinated development of the social security system in urban and rural areas,also promoting social fairness and justice.
