政策工具视角下创新集群政策文本分析及对策研究--以山西为例

创新集群建设是贯彻创新型国家战略的重要手段,而创新集群政策评价对辨析这一战略的落实情况具有重要的现实意义。本文收集了2000-2016年发布的国家层面和山西省省域层面创新集群政策文本,采用文本挖掘法,从策动数量和力度、内容解构、策动效应三方面对国家和省域创新集群政策做了评价和比较分析。研究结果表明,省域集群政策策动应注意政策工具应用的变迁性、间接策动政策的补充性、政府角色的转换性。最后针对所发现的问题提出了相应的对策建议:重视创新集群顶层战略规划;加强创新集群政策的协同性;因时因地制宜使用政策工具;加强对创新集群的监测与评估。

The construction of innovation clusters is an important means of implementing an innovative national strategy,and the evaluation of innovation cluster policy has important practical significance for strategy implementation.By collecting the texts of the innovation cluster policy of the national government and Shanxi Provincial Innovation Clusters issued from 2000 to 2016,this paper adopts the text mining method to evaluate and comparatively analyze the policies on the levels of the national government and provincial innovation clusters in terms of quantity and intensity of inspiration,content deconstruction and inspiration effect.The research results show that the provincial cluster policy planning should focus on the changes of the application of policy instrument,the supplement of indirect policy,and the transformation of government's role.Finally,corresponding countermeasures and suggestions are proposed in response to the problems found:attaching importance to the top-level strategic planning of innovation clusters,strengthening the synergy of innovation cluster policies,using policy instrument according to local conditions,and strengthening the monitoring and evaluation of innovation clusters.
