湘西农村贫困地区人居环境综合评价

解决好农村贫困问题,关注贫困居民生产、生活条件,改善贫困地区人居环境是实现全面脱贫、建成全面小康的必经之路。本文通过"生产-生活-生态"视角构建湘西农村贫困地区人居环境评价指标体系,采用AHP-熵权组合法确定指标权重,继而计算研究区人居环境评价指数,以此探究贫困地区人居环境指数演变特征。研究结果表明:湘西州农村贫困区人居环境整体呈上升态势,各县增长幅度与速度有所差异,花垣县变化幅度最大;人居环境整体水平区际差异显著,花垣县、永顺县较好,凤凰县最差;针对上述研究结果,从产业发展、生活水平、生态建设和环境保护等方面提出了改善湘西人居环境的具体建议。

To completely lift people out of poverty and establish an overall well-off society,it is essential to solve the problems of poverty in rural areas,pay more attention to the production and living conditions of the poor,and improve the human settlement of poor areas.From the perspective of"production-life-ecosystem"mode,this research has conducted a study in the national poverty area in western Hunan Province and established the quantitative evaluation model of human settlements by constructing the evaluation index system of human settlements in the area and employing the comprehensive evaluation methods combined AHP with Entropy.And finally,an evolution characteristics of the index has been analyzed.The results show that:the overall level of human settlement of poor rural areas in western Hunan Province is on the rise,but the growth rates vary in different counties.For example,Huayuan County has accomplished the biggest change.The regional differences of human settlement environment are remarkable.Huayuan County and Yongshun County are better while Fenghuang County is the worst.Based on the results,this paper has put forward some concrete suggestions and countermeasures to improve the human settlements of poor rural areas in western Hunan Province on the aspects of developing competitive industries,infrastructure construction,ecological construction and environmental protection,etc.
