摘要
党的十八大以来,以习近平同志为核心的党中央坚定推进全面从严治党,严厉惩治腐败,净化党内政治生态。但是,受主客观因素的双重影响,部分党员干部中仍存在着为官不为、廉而不勤等"懒惰式腐败"现象。在党中央的倡导和推动下,容错机制成为解决上述问题的突破口和抓手,各地方加快实践,标志着容错机制被正式纳入到制度建设的范畴。作为一个新的理念和一种新的实践,容错机制目前仍具有政策目标比较模糊、执行阻滞、效果不佳等问题和局限。要从政策目标、制度约束、组织资源以及不确定因素等方面,在行为规训与容错机制构建之间建立起有效的实现机制。
Since the 18th national congress of the CPC,the party's central committee,with comrade Xi Jinping as its core,is firmly committed to comprehensively strengthen the party,crack down corruption and purify political ecology within the party.However,due to the influence of both subjective and objective reasons,there still exist some slothful corruption phenomena.Some government officials are neglectful of their duties,whitehanded but not hardworking.Promoted by the central government,fault-tolerant mechanism becomes the breakthrough and grasp of the above problems.The practice was accelerated everywhere,which indicates that the fault-tolerant mechanism is incorporated into the formal system construction.This paper analyzes the fault-tolerant mechanism from both macro and micro levels.Dynamic process analysis covers three dimensions,such as the construction layers,implementation form and policy influence.Static text analysis covers six dimensions,such as text making subjects and the objects,the purpose,the conditions,the procedure,the outcome of fault-tolerant mechanism.As a new idea and a new practice,the fault-tolerant mechanism currently has the problems and limitations of the vague policy objectives,performance block,ineffectiveness and so on.Finally,in order to establish an effective implementation mechanism between the behavior discipline and fault-tolerant mechanism construction,this paper suggests that it can be considered within policy goal,institutional restriction,organizational resources,the uncertainties and other factors.
