“两票制”对药企经济运行及药品价格的影响

The Influence of “Two-vote System” on the Economic Operation of Pharmaceutical Companies and Drug Prices

调查分析"两票制"对药品生产企业和代表性药品价格变化的影响。结果显示:实施"两票制"后药品生产企业流通层级减少,经济运行平稳,药品出厂价格上升、终端价格下降、中间费用率降低。"两票制"在药品价格方面的政策效果符合预期,但需加强政策联动并防范政策风险。

This paper investigated and analyzed the impact of the“two-vote system”on the price changes of pharmaceutical manufac原turers and representative drugs.The results showed that after the implementation of the“two-vote system”,the circulation level of pharma原ceutical production enterprises was reduced,the economic operation was stable,the ex-factory price of medicines rose,the terminal price decreased,and the intermediate expense rate decreased.The policy effects of the“two-vote system”on drug prices was in line with expec原tations,but it was necessary to strengthen policy linkages and prevent policy risks.
