安徽省卫生资源配置现状及公平性研究

Research on the current situation and equity of health resource allocation in Anhui Province

目的了解安徽省卫生资源配置情况及公平性,为进一步优化卫生资源配置,合理制定区域卫生规划提供科学的决策依据。方法应用洛伦兹曲线、基尼系数和泰尔指数,从人口、地理、经济3个维度对安徽省卫生资源配置的公平性进行分析评价。结果各卫生资源按人口、地理和经济计算的基尼系数分别在0.096 5~0.130 0、0.178 7~0.326 8和0.183 0~0.320 7之间。各卫生资源的总泰尔指数在0.006 2~0.079 9之间,按人口分布的泰尔指数最小,按地理分布的泰尔指数最大。组内差异对泰尔指数的贡献率大于组间差异。其中,皖中地区对总泰尔指数贡献率最大。结论安徽省卫生资源配置不均衡,需加大对皖北地区的投入。卫生资源配置的人口公平性优于地理和经济公平性。地区内部差异是影响安徽省卫生资源配置公平性的主要原因。

Objective To analyze the current situation and equity of health resource allocation in Anhui Province,and provide scientific references for optimizing health resource allocation and formulating regional health plans.Methods Lorenz curve,Gini coefficient and Theil index were used to analyze and evaluate the equity of health resource allocation in Anhui Province from the aspects of population,geography and economy.Results The Gini coefficients of health resources according to the population,geography and economy were 0.096 5-0.130 0,0.178 7-0.326 8 and 0.183 0-0.320 7,respectively.The total Theil index of health resources was 0.006 2-0.079 9.The Theil index according to the geography was the largest,and that according to the population was the smallest.The contribution rate to the total Theil index within the group was greater than that between the groups.In addition,the contribution rate to the total Theil index of central Anhui region was the largest.Conclusion The allocation of health resources is unbalanced in Anhui Province.It is suggested to increase investment in north Anhui region.Equity according to the population is better than that according to geography and economy.Regional differences are the main factors affecting the fairness of health resource allocation in Anhui Province.
