基于胜任力提升的系统化、模块化的卫生和计划生育监督员培训教材编写实践与思考

The practice and thoughts on compiling a set of systematic and modularized training textbooks for health and family planning inspectors to improve their competency

经济和社会的发展,新技术的产生和应用,对卫生和计划生育(以下简称"卫生计生")监督工作提出了更高的要求,带来了更大的挑战,迫切需要通过培训与学习提高卫生计生监督员的职业胜任力。现有的培训教材在内容、编排结构等方面已经不能满足新时期卫生计生监督员培训的需要。在对卫生计生监督员进行工作分析的基础上,得出监督员的职业胜任力要素和支撑胜任力的知识要素。按照知识要素模块来编写培训教材,具有一定的创新性和较好的使用效果。学习者能够按照自身需求,以模块化组合的方式灵活选用教材内容。教材编写过程注重顶层设计,强化过程监控和综合激励。既提高了教材的质量,也锻炼了员工队伍。

With the development of economy and society,and the emergence and application of new technologies,there are much more requirements and challenges for the health and family planning inspection than ever before.It’s urgent to improve the inspectors’competency through training and learning.The existing training textbooks can not meet the needs in terms of contents and structures.Based on the job analysis of the inspectors,the professional competency elements and the knowledge elements supporting the competency elements were obtained.It is innovative and effective to compile the training textbooks based on the knowledge modules,and it is convenient for the inspectors to choose the contents according to what they need for their specific job positions.The compiling process of textbooks emphasizes on top-level design,process control and comprehensive motivation,which are all necessary to improve the compilers’capability and the quality of textbooks.
