摘要
为了缓解城市内涝的问题,提高雨水资源化水平,我国大力推广海绵城市以及气候变化适应型城市试点工作,涵盖了大量关于城市规划、综合管理以及公共安全保障等方面的内容。随着内涝问题的加剧,内涝管理范畴的扩展,在实际工作中,应当利用当前的GIS技术、物联网技术、配合各部门推动自身的数字化管理模式,提高管理的效率。本文通过梳理内涝成因、总结各城市在内涝日常管理与应急管理的运行机制,提出了一个管理平台,为城市全面提升应对气候变化水平,提高海绵城市内涝治理效果提供技术手段。
In order to alleviate the city water-logging problem and improve rainwater utilization,China vigorously promote pilot works of Climate-change Adaptive City and Sponge City,involving a large number of city planning,comprehensive management and public security etc.With the aggravation of water-logging problem,extension range of water-logging management,GIS technology,IoT technology,and digital management mode in various departments should be used to improve the management efficiency.By analyzing the causes of water-logging in the city,this paper summarizes the operation mechanism of water-logging daily management and emergency management.A management platform is proposed for the city to enhance the response to climate change and improve city water-logging treatment effect of the cities.
