海绵城市建设与运行管理管控体系研究与思考--以上海市普陀区为例

Study and Consideration on the Management System of Sponge City Construction and Operation——Taking Putuo District of Shanghai as an example

海绵城市建设是一种新型的城市发展方式,涉及面广且复杂,使得规划引领、统筹工作、运维管控等显得尤为重要。为有效保障海绵城市的实施,《海绵城市建设技术指南——低影响开发雨水系统构建(试行)》提出海绵城市建设必须要建立与之相适应的管理体制,统筹海绵城市规划与建设管理。笔者以上海普陀区为例,通过对区有关部门进行深度调研,了解各管理部门实际工作特点及具体要求,梳理出海绵城市建设工程项目管控全过程流程,并形成了《普陀区海绵城市规划建设管理办法(试行)》。该办法对切实落实上海市海绵城市建设分区管控要求,指导本区域海绵城市规划、工程设计、建设、维护及管理均有积极意义。

Sponge city construction is a new type of urban development,involving a wide range of complexities,making planning,coordinating work,operation and maintenance control and so on particularly important.In order to effectively protect the implementation of the sponge city,"Sponge City Construction Technical Guide-Low Impact Development Rainwater System Construction(Trial)"proposes that the construction of the sponge city must establish a management system that suits it,and coordinate the planning and construction management of the sponge city.Taking Putuo District of Shanghai as an example,the author conducted an in-depth investigation of the relevant departments of the district to understand the actual working characteristics and specific requirements of each management department,and sorted out the whole process of the management and control of the sponge city construction project,and formed the“Putuo District Sponge City Planning and Construction Management Measures(Trial)”.It has positive significance for both effectively implement the district management and control requirements of Shanghai sponge city construction and guiding Putuo regional sponge city planning,engineering design,construction,maintenance and management.
