海绵城市建设项目运作模式浅析

Analysis on Operation Modell of sponge City Construction Project

海绵城市建设在我国处于起步阶段,其项目运作模式也较为灵活,可以基于传统的工程建设模式与主体工程同步建设,也可以采用目前国家大力推广的PPP模式以及联合开发模式,或交由城市运营商建设运维。文章重点介绍了海绵城市项目采用三种模式建设的运作过程、特点、优势以及适用性分析,希望对现阶段海绵城市试点建设能起到一定的指导和借鉴意义。

Sponge City construction is at the initial stage in China,and its project operation model is relatively flexible.It can be built synchronously with the main project based on the traditional project construction model,or it can also adopt the PPP model vigorously promoted by the state,as well as the joint development model,or be built and maintained by the urban operators.This paper mainly introduces the operation process,characteristics,advantages and applicability analysis of Sponge City project with three models of construction,and hopes to provide some guidance and reference for the pilot construction of Sponge City at the present stage.
