精准扶贫的实践困境与对策研究——基于青海俄日村的调查

Practical Difficulties and Countermeasures of Poverty Alleviation:Based on the Investigation of Eri Village in Qinghai

经过两年多的实践,青海俄日村的精准扶贫工作取得了一定成效,但贫困人口全部脱贫仍面临较大困难。基层工作繁重、精准识别不精准、贫困文化滋生、临时政策性补贴比例过高等因素仍深刻影响着精准扶贫成效,必须通过整治精准扶贫中的形式主义和官僚作风,重新核定贫困人口总量,消除"以贫为荣"的贫困文化,建立稳定脱贫的长效机制等有效措施,才能帮助俄日村摆脱贫困。

After more than two years of practice,the precise poverty alleviation work,Eri village has some achievements,but poor people are still facing greater difficulties.The study concludes that the heavy work at the grassroots level,inaccurate accurate identification,the breeding of poverty culture and the excessive proportion of temporary policy subsidies still have a profound impact on the promotion of the effectiveness of precise poverty alleviation.It is necessary to rectify the formalism and bureaucracy,reexamine the total number of poor people,and eliminate the pride of poverty.Effective measures such as poverty culture and long-term mechanism of stabilizing poverty alleviation can help Eri village get rid of the practical predicament of precise poverty alleviation.
