乡村振兴战略下民族地区信用体系建设探讨——基于青海省信用体系建设实践

Discussion on the Construction of Credit System in Minority Areas under the Rural Vitalization Strategy——Based on the Practice of Gredit System Construction in Qinghai Province

结合青海省民族地区信用体系建设的基本情况和农村信贷供需特点,分析认为加快推进信用体系建设对于民族地区的乡村振兴具有重要意义。当前,青海省辖内民族地区信用体系基础薄弱、金融生态不良、信用体系不健全,导致信用体系建设滞后,对农牧区信贷市场和农牧民脱贫进度产生了较大影响。建议构建覆盖省州县的多层级牧民信用信息系统;从困难问题出发,改善民族地区信用环境;从多方面入手,为民族地区的信用体系建设提供良好环境;通过建设民族地区的信用体系软环境,保障民族地区经济发展。

By analyzing the basic situation of the construction of credit system and the supply-demand characteristics of rural credit in minority areas in Qinghai province,this article argues that it is of great significance to escalate the construction of credit system for the rural vitalization of minority areas.Currently,the weak base of credit system,the unsoundness of financial ecology,and the incompleteness of credit system in the minority areas of Qinghai lead to the lagging behind of credit system construction and exert major impact on the credit market in agricultural and pastoral areas and the poverty alleviation progress of peasants and herdsmen.This article puts forward the following suggestions:building multi-level credit data system covering peasants and herdsmen in the provincial,prefecture,and county-level administrations;improving the credit environment of minority areas by tacking difficult problems;providing sound environment for the construction of credit system in minority areas by taking action in different aspects;safeguarding the economic development of minority areas by constructing soft environment for their credit system.
