面向全域土地用途管制的空间规划实践探索——以宁夏回族自治区平罗县空间规划为例

EXPLORATION OF SPATIAL PLANNING FACING ALL-REGIONAL LAND USE CONTROL: TAKING THE SPATIAL PLANNING OF PINGLUO COUNTY IN NINGXIA HUI AUTONOMOUS REGION AS AN EXAMPLE

我国空间规划职能长期处于多部门重叠交叉管理之下,彼此之间并不衔接与协调,导致规划打架现象普遍发生,也造成了土地资源错配和用途管控矛盾等方面的问题。在生态文明体制改革和资源管理体制改革的背景下,宁夏平罗县空间规划进行了积极探索,开展了资源环境承载能力和国土空间开发适宜性"双评价",构建了全域"三区三线"空间管控体系,制定了全域全要素用地分类标准,提出了实事求是的用地差异协调处理机制,最终实现了全域一本规划、一张蓝图。

The spatial planning functions in China have long been under a multi-sector overlapping management,and they are not connected and coordinated with each other.This makes the planning conflicts common,and leads to the problems such as misallocation of land resources and use control conflicts.With the background of ecological civilization system reform and resource management system reform,the spatial planning in Pingluo county made active exploration.It carried out the"double evaluation"of resource and environment carrying capacity and territory land and space development suitability,built an all-regional"three districts and three routes"space control system,developed an all-regional and full-factor land use classification standard.It also proposed a coordination and treat mechanism for land use differences based on seeking truth from facts,and finally formed a planning and blueprint for the entire region.
