An Analysis of Trump Administration's Indo-Pacific Strategy

特朗普在2017年11月进行的为期12天的亚洲之行受到了国际社会的广泛关注,特朗普在此次行程中多次提及的"印太战略"也备受热议。随着此战略概念的推广,世界各国将亚洲的标签从"亚太"调整为"印太"。但"印太"并不是一个新词,也不是特朗普的首创。本文从"印太"概念及"印太战略"的缘起着手,分析此战略提出的背景,阐述此战略的主要目的是美国希望在更广阔的区域联合亚太盟国,达到在战略上牵制中国的崛起,尤其是对冲中国"一带一路"倡议的实施的目的。虽然"印太战略"得到不少国家的支持,但目前只是一种概念性的政策框架,特朗普政府尚未制定具体的战略举措,"印太战略"的实施也将会面临多方面的挑战。"印太战略"一旦实施可能会对中国与周边国家的关系,以及"一带一路"倡议的顺利推行产生影响。对中国而言,弊大于利。

The concept of“Free and Open Indo-Pacific Region”proposed by President Trump in his 12-day visit to Asia in November 2017 received quite a lot attention from the countries in this region.This concept was identified as Trump Administration s new strategy.The term of“Indo-Pacific”is neither a new catchphrase nor a trump initiative,and it has been floated by different scholars,officials for quite a while.This paper first traces the development of this concept,and the so called Indo-Pacific Strategy,and then analyzes its background.The main objective of this strategy intends to unite countries in both Asia-Pacific region and South Asia to hedge against China s rise and China s One Belt and One Road Initiative.Although the Indo-Pacific Strategy is well received by American allies and partners in this region,it is largely a conceptual policy framework.There is no detailed arrangement immediately relevant to this strategy yet;therefore its implementation likely will encounter lots obstacles and challenges.For China,if this strategy puts into practice,it will undermine China s relations with neighboring countries.What is more,this strategy is not conducive for the One Belt and One Road Initiative either,and China should pay enough attention to its development in the future.
