Promoting Small Enterprise Innovation into Military-civilian Integration-Enlightenment from the US Military's Implementation of the SBIR/STTR Program

美国小企业创新研究(SBIR)计划和小企业技术转移(STTR)计划,是美国扶持本国高技术小企业创新,以及推动实验室、大学等创新技术与小企业产品创新能力合作实现创新成果产业化的两项国家计划。美国防部每年拿出10亿美元以上的研发经费资助小企业,以获取国防部所需的新技术、新装备和新服务,并带动民用领域的技术创新与经济发展。计划实施30多年来,美国军方走出了一条军民互惠互利的道路,积累了许多成功经验,值得我们认真研究与借鉴。

The small business innovation research(SBIR)and the small business technology transfer(STTR)program,is the support U.S.national high-tech small business innovation,and promote the industrialization of laboratory,university of innovations to realize two national program.U.S.Department of Defence pays more than$1 billion in research and development funding for small businesses,in order to get the new technology,new equipment required for the defines and new services,and promote technological innovation and economic development in the field of civil.U.S.Department of Defence participates in the SBIR/STTR program,which covers military and civilian integration and innovation in the Small Business Participation in the Army and Military Technology Transfer.SBIR/STTR program implemented more than 30 years,Department of Defence walked out of a military and civilian the successful road of mutual benefit,accumulated many successful experiences,has been Germany,Canada,Russia and other 10 countries and regions have been imitated by,promote their scientific and technological innovation,with varying degrees of success.The SBIR/STTR program of U.S.Department of Defence is worthy of our deep study and reference.
