Comparison of Regional Military-civilian Integration and Collaborative Innovation Models

区域是承载国家军民融合协同创新的基本单元。纵观我国军民融合改革30余年发展历程,在区域层面先后演化形成了两类颇具典型特征且较为成熟的军民融合协同创新模式:一类是以国防科研机构和军工企业为主导力量,"自下而上"自然自发的"演进型"模式;另一类是以区域政府为主导力量,"自上而下"设计推动的"建构型"模式,两种模式有其各自特点。随着军民融合实践深入推进,兼具"演进型"模式与"建构型"模式特征的"混合型"模式,将成为区域军民融合协同创新的基本形态。

Region is the basic unit that carries a nation’s Civil-military integration collaborative innovation.The development of China’s Civilmilitary integration reformation over the past 30 years has evolved into two types of typical Civil-military integration collaborative innovation modes at regional level:One is the top-down“Evolutionary Mode”where defense research institutions and military enterprises as the leading force;the other one is the down-top“Constructive Mode”driven by regional government.The former has a high degree of market integration、civil-military integration、industrial agglomeration、industrial chain extension and specialization,and can accumulate local experience,with a higher cost of trial and error.The latter promotes the institution change in the short time by the force of the government and forms the scale benefit of system,and reduces negotiation costs and trial and error costs with a higher cost of later revision.With the progress of the practice of civil-military integration,the“combined mode”which absorbed the characteristics of“Evolutionary Mode”and“Constructive Mode”will become the basic form of regional civil-military integration collaborative innovation.
