摘要
我国服装业转型成效初显,但深层次矛盾未解,整体转型远未完成,目前仍存在市场信息不对称、产业集聚和产业集群集中度低、知识产权保护软弱乏力、人才成长的社会环境有待改善、融资困难、参与"一带一路"可能出现的系统风险等市场失灵问题。更好发挥政府作用,要在深化"放管服"改革、搭建三大公共服务平台、加大知识产权保护力度、建设高素质设计师队伍和提升消费水平等方面,采取针对性更强的措施,与市场协同发力。
The transformation of China’s garment industry has begun to make significant achievement,but the deep contradictions have not been solved and the overall transformation is far from being completed.Currently,some market failures are still existed,such as asymmetric market information,low concentration of industrial clusters,weakness in the protection of intellectual property rights,unimproved social environment for talent growth,financing difficulties,and systemic risks in participating the“Belt and Road”activities.To play a better role of the government,we must adopt more targeted measures to deepen the reform of“distribution of the service”,build three major public service platforms,increase the protection of intellectual property rights,build a high-quality designer team,raise the level of consumption,and cooperate with the market.
