综合土地整治和乡村振兴:平台、工具以及关键因素--以四川省D镇综合土地整治项目为例

Analysis of Key Factors Affecting Comprehensive Land Consolidation as a Platform and Tool for Rural Revitalization--Take the Comprehensive Land Consolidation Project in D Town,Sichuan Province as an Example

文章回顾和总结了不同城乡关系阶段下土地整治的内涵和成效,构建了土地整治作为平台和工具助力乡村振兴的传导机制,并在此传导机制的框架下,采用案例研究方法,分析了综合土地整治助力乡村振兴的关键因素。对四川省口镇的综合土地整治项目的案例研究表明,综合土地整治作为乡村振兴战略实施的平台和工具,应贯彻执行"以人民为中心"的发展理念,应顺应当地经济发展水平,应能够防范社会风险,应有助于实现城乡融合。只有这样,综合土地整治才能在产业兴旺、生态宜居、乡风文明、治理有效和生活富裕五个方面助推乡村发展,实现乡村振兴。

In response to that how China copes with the global problem of rural decline,this article reviewed the characteristics of land consolidation under different stages of urban-rural relations in China.The land consolidation in China before 2000 focused on mainly agricultural land.From 2000 to 2013,the land consolidation in China were changed to consolidation of overall land to promotion of rural development.Since 2013 land consolidation in China changed to comprehensive one to promote the integration of urban and rural areas.The transmission mechanism of land consolidation to rural vitaliza-tion is embodied in the overall requirements for prosperity of industry,ecological livability,rural civilization,effective governance and affluent life.The case study of Sichuan Province showed integrated land consolidation produced huge social impacts in five aspects of transmission mechanism.We argued that key factors of rural vitalization through land consolidation are whether the development concept of“people-centered”can be implemented,whether the planning and practice of land consolidation can conform to the level of local economic development,whether the social risk can be avoided and whether integration of rural and urban areas can be promoted.If these principles are carried out,integrated land consolidation projects can be an important tool and platform to rural vitalization.
