我国地方政府“人才争夺大战”现象理论探讨——基于人力资源管理视角 被引量:19

摘要 在经济发展转型、"人口红利"消失以及政策导向的多重影响下,各地区"人才争夺大战"进入白热化状态,人才优惠政策不断升级,抢人才力度不断加大。"人才争夺大战"逐渐暴露出揽才过于功利、地方政府间非理性竞争、缺少后期规划等问题。政府应采取转变职能、完善法律法规、加强宏观层面和微观层面的引导等措施,化解人才引进过程中出现的混乱现象,推进人才竞争健康有序进行,共享"人才红利"。 In recent years,under the multiple influences of economic development transformation,the disappearance of“demographic dividend”and policy orientation,the“talents-attracting battles”in various regions have entered a white-hot state,the preferential policies for talents have been continuously upgraded,and the attracting vigor has been continuously increased.The phenomenon has gradually revealed that it was too utilitarian,irrational among local governments,and lack of post-planning.Measures such as transforming government functions,improving laws and regulations,and strengthening guidance at the macro and micro levels should be taken to resolve the chaos in the process of talent introduction,promote the healthy and orderly competition of talents,and share the“talent dividend”.
