城市旅游用地对城市建设用地的影响与管控技术研究

随着城市中旅游业的快速发展,城市建设与旅游发展在空间资源分配和用地统筹方面的矛盾日益突出。在"多规合一"发展背景下,文章从城市建设用地管控角度出发,运用空间外部性理论探讨城市旅游用地的概念、特性及其对城市建设用地的综合影响,并以西安为例进行实证分析,结果表明:城市旅游用地已经成为城市用地构成中不容忽视的重要组成,应尽快明确城市旅游用地新类型的法律与技术地位;依据量化测算结果,提出符合现行城市规划体系的旅游用地规模标准与分类体系,推动城市规划应对现实问题的前瞻性与规范性,实现城市与旅游的协调发展。

With the integrative development of city and tourism,urban tourism land has become an important issue of urban land use.There is a serious conflict between tourism and urban construction on distribution and coordination of spatial resources.From the perspective of urban construction land planning and management,this paper uses the theory of spatial externality on the concept and characteristics of urban tourism land and its impact on urban development land with Xi’an as a study case.The results illustrate that urban tourism land has become an important component of modern urban land,and the legal and technical status of urban tourism land shall be clarified.Additionally,according to the quantitative measurement results,the paper presents a system of tourism land classification and standards.The study is forward-looking and pushes normative response of urban planning to practical problems.
