从“120计划”事件看规划公众参与的制度创新

Institutional Innovation Of Public Participation In Urban Planning From The “120 Plan” Case

2016年发生在深圳市的"湖贝古村120城市公共计划",以第三方建筑师、规划师、社会学家、艺术家和媒体人为主体,从保护城市公共利益出发,通过对湖贝片区更新项目的专业介入,最终影响了规划决策,引发了深圳市规划界对城市更新与规划制度的思考。文章在梳理现有的理论与实践经验的基础上,如实记录了"湖贝古村120城市公共计划"的事件过程,真实地反映了深圳市专业人士对城市公共利益的关注意识的觉醒,揭示了第三方专业力量在参与城市规划事件中作为公共利益代表的积极作用,进而从规划公众参与的"主体"、"层次"、"方式"和"实施"四个层面提出该事件对城市规划公众参与制度创新的启示。

The“120 public plan of Hubei ancient village”in 2016 was launched by architects,planners,sociologists,artists,and media workers to protect public benefit in Hubei area renovation.It eventually influenced decision making and triggered reflection of planning circle on urban renovation and planning institution.The paper presents the record of the“120 plan”and social awareness of public benefit in the process,indicates the positive roles of third party professionals,and concludes the illumination of the“120 plan”case on public participation in urban planning from subject,level,approach,and implementation.
