城乡环境综合治理的法律协调机制研究

Research on Legal Coordination Mechanism of Comprehensive Governance of Urban and Rural's Environment

乡村振兴要破除机制体制弊端,加快形成城乡互补、全面融合的局面。城市与农村环境是互为依托、相互影响的空间和利益整体,有着诸多的互补性和共生性。在城乡环境综合治理过程中,要以系统整体观为引领,以城乡协调发展理念为指导,破除城乡二元结构下的城乡环境分割式治理模式,平衡城乡环境关系。而从协调的角度构建法律机制是实现城乡综合性、整体性治理,促进城乡环境治理法治化的重要路径和可靠保障。

The rural revitalization should remove the malpractices of the mechanism and system and accelerate the formation of a situation of urban and rural complementarity and comprehensive integration.Urban and rural’s environments are a whole which has interdependent,interactional spaces and interests,with a lot of complementarity and symbiosis.In the process of urban and rural environment comprehensive governance,we should take the whole view of the system as the lead,guided by the concept of the coordinated development of urban and rural areas,break the urban and rural dual structure of urban and rural environmental governance mode of split type and balance urban and rural environmental relationship.On the perspective of coordination,the construction of legal mechanism is to break the dual governance of urban and rural environment,promote the legalization of urban and rural environmental governance,and it is the important path and reliable guarantee to realize comprehensive environmental governance in urban and rural areas.
