摘要
依据加州法规,加州中等后教育局负责私立高等学校的管理工作,审批新建私立高校的办学申请。高校设置的最低标准涉及学校的定位和目标、教育项目、课程教学、教师、学校管理、设施和设备、图书馆等学习资源以及财政资源等内容。加州私立高等学校设置的特点是:管理制度法制化,评价管理动态化,标准内容结构化,评价主体多元化,信息公开透明化。对中国高校设置制度的启示是:完善高校设置论证程序,加强专业设置质量管理;加强对批准高校的质量监控,采取动态管理;强化对分校区办学的管理;规范远程教育的质量管理。
This paper studies the standards of applying for approval to operate private postsecondary institutions in California by the first-hand information.In accordance with the laws and regulations of education,California Private Postsecondary Education Bureau is responsible for the management of private postsecondary institutions,including the approval of the application.The minimum institutional operating standards include educational program,instruction,faculty,administration,facilities and equipment,library and financial resources,etc.Studying the system of postsecondary institutions application in California could provide empirical support for improving the management of higher education institutions in China.
