社会组织参与社会治理的绩效评估:理论框架和评估模型

The Performance Evaluation of Social Organizations' Participation in Social Governance from Theoretical Framework and Evaluation Model

绩效评估是服务型政府的重要治理工具,社会组织参与社会治理的绩效关系到国家治理目标的实现程度。社会组织的"参与"嵌入在"威权体制"与"民生政治"的宏观结构中,合法性与有效性是对其进行绩效评估的重要理论考量。基于"合法性—有效性"理论框架,根据实践演进,从制度支持、社会支持、参与能力和参与效能四个维度,研制社会组织参与社会治理水平的绩效评估模型。绩效评估可以提升党和政府在社会组织参与社会治理领域资源配置的精准度,优化参与政策及其执行结果。

Performance evaluation is an important governance tool of service oriented government.The performance of social organizations’participation in social governance is related to the degree of realization of national governance objectives.Under the macro structure of“authoritarian system”and“the politics of well being”,legitimacy and effectiveness are still the basic problems of social organizations’participation in social governance.The author established an assessment system to evaluate the performance of social organizations from institutional support,social support,the ability and the effectiveness in current social governance practice.Performance evaluation can enhance the accuracy of the allocation of resources by the party and the government in the field of social governance,to optimize the participation policies and the results of their implementation.
