Uncertainty of Transformation and Development and Pilot Promotion Mechanism: 40 years of Practice and Prospects

本文从不确定性理论视角来认识我国改革开放40年来的经济转型发展实践,认为高不确定性是经济转型发展的特殊性,试点推广机制成为降低这种不确定性的有效方式。文章分析了新时期我国高质量发展面临的新变化,讨论了新时期试点推广机制的新走势,提出了适应这种新走势的几点建议。

From the perspective of Uncertainty Theory,this paper discusses the practice of transitional economic development in the past 40 years of China’s reform and opening-up.Then,it underlines the high uncertainty as the particularity of transitional economic development and the pilot promotion mechanism as an effective way to reduce this uncertainty.It also analyzes the new changes in China’s high-quality development in the new era,discusses the new trend of the pilot promotion mechanism in the new era,and finally gives several suggestions for adapting to this new trend.
