The Multicultural Exchange and Anti-Terrorism Intelligence Fusion in the Belt and Road Initiative

[目的/意义]"一带一路"倡议背景下的反恐情报融合研究,对保障"一带一路"下的安全具有重要的理论与现实意义。[方法/过程]应用定性分析方法分析了"一带一路"倡议背景下的文化及恐怖主义风险,得出背后的主要根源是文化风险,并论证了文化视野角度下的反恐情报体系,提出了"一带一路"背景下的反恐情报融合机制及方法。[结果/结论]研究发现,反恐情报融合可以从文化的角度进行,建立合作交流机制,借助上合组织,加强民间交流,建立反恐情报的共享与交流机制,共同预防与打击恐怖主义。

[Purpose/Significance]Research on the integration of anti-terrorism intelligence in the"One Belt and Road"initiative has important theoretical and practical significance for safeguarding the security strategy under"Belt and Road".[Methods/Processes]The paper analyzes the cultural and terrorist risks under the"One Belt,One Road"initiative by using qualitative analysis method,demonstrates the anti-terrorism intelligence system from the perspective of culture,and proposes the integration mechanism of counter-terrorism intelligence in the Context of"One Belt and One Road"And method.[Results/Conclusion]The study found the integration of counter-terrorism intelligence can proceed from a cultural perspective,establish a mechanism of cooperation and exchange,and help the SCO to strengthen non-government exchanges and establish a mechanism for sharing and exchange of counter-terrorism intelligence so as to jointly prevent and combat terrorism.
