Citizens' Rule Consciousness and Its Cultivation

规则意识是现代公民的基本素养。公民的规则意识即公民意识到人的社会存在的规则约束性,并遵从规则的要求而行动,是公民发自内心的、以规则为自己行动准绳的意识,包括规则认知、遵守规则的愿意、规则行为以及规则感等。公民规则意识培养中存在的主体意志、后果主义以及非理性化等倾向,背离了公民意识培养的逻辑要求,从而造成公民规则意识淡薄。公民的规则意识培养需要基于义务论的伦理学原则,即以规则为规则意识培养的逻辑起点,以公民的违规行为为契机,以规则为处理违规行为的充分必要理据。

Rule consciousness is the essential quality of modern citizens.Citizens’rule consciousness is that citizens are aware of the rule-binding nature of human society and follow the rules.People’s consciousness is generated from their heart and they consider rules as the criteria for actions,which contain rules recognition,willingness to follow rules,rule behavior and sense of rules.In the cultivation of citizens’rule consciousness,the tendency of subject's will,consequentialism and irrationalization deviate from the logical requirements of citizens’consciousness,leading to the weakness of citizens’consciousness.The cultivation of citizens'rule consciousness needs to be based on the ethical principle of obligation theory,which means taking rules as the logical starting point for the cultivation of rule consciousness,taking citizens'violation of rules as opportunity of cultivation,and taking rules as the sufficient and necessary basis for dealing with violations.
