The article analyzes the main connotation and characteristics of the government management thought presented by the public library law and reflects the government’s significant changes in the public affairs from“management”to“governance,”that is,emphasizing the transformation of government functions under the rule of law,and playing a multisubject.The advantage of synergy is to clarify the status of society as the subject of public affairs governance.It also analyzes the source of the government's management of public libraries,which is the study of library theory,the practice of librarians,and the contributions of other disciplines.
