“双一流”背景下地方院校的现实忧思及破解方法

Realistic Worries and Solutions of Local Universities under the Background of “Double First-rate”

"双一流"发展战略是国家在新形势下提出的高等教育发展新目标,只有地方高校参与到"双一流"建设中来,才能激发我国高等教育资源的巨大潜力,形成具有中国高校特色的世界一流学科和一流大学。然而目前我国地方院校与部属院校存在着巨大差异,也存在诸多问题。一是学科建设不合理,专业同质化倾向严重;二是教育经费严重短缺,持续发展动力不足;三是地方服务机制不健全,缺少经济互动等问题。在"双一流"的背景下,作为我国高等教育主体的地方院校,首先应加强政府引导,合理定位。其次应加大财政投入,健全资金投入机制。而作为高校自身方面则首先需要统筹规划学科建设,科学设置专业。其次应配合地方经济发展,加强经济互动,以寻求适合地方院校发展的路径。

The“Double First-rate”development strategy is put forward a new target for the development of higher education in the new situation,only when local universities participate in the construction of“Double First-rate”,in order to stimulate the great potential of China s higher education resources and form a world-class discipline and university with Chinese characteristics.However,there are huge differences between local colleges and subordinate colleges in our country,such as irrational disciplinary construction,serious homogeneity of majors,serious shortage of education funds and hinder of sustainable development.The local service mechanism is not perfect,lack of economic interaction and other issues lingering.Under the“Double First-rate”background,as the main body of higher education in China,the local universities should rationally guide their orientation,increase financial investment and improve capital input mechanism.Universities should plan their disciplines as a whole,set up majors scientifically,cooperate with local economic development,and strengthen economic interaction,so as to find a suitable path for local universities.
