As a cardinal component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,the circulation development concept has become guideline for China s modernization of circulation which renders important theoretical and practical implications for the fulfillment of grand strategic goals introduced in the 19th National Congress of the Communist Party of China.This paper summarizes important theories of the circulation development concept in Xi Jinping s New Era,analyses the three stages of the formation of the theoretical system,and reveals its historical formation context in order to guide China s modernization of circulation through deep understanding and full grasping of this scientific theoretical system.
