Nourishing China's Opening Up and Development with Inclusive Culture

世界四大文明发祥地唯有中华文明延绵不断、有序传承,根本原因就在于中华传统文化具有包容性特质。包容文化在坚持自己传统特色的同时,以开放的胸襟,不断吸收与借鉴外来文化的滋养,兼容并蓄,海纳百川,形成了博大精深风格,特别讲究"君子和而不同"。无论是从中国经济由高速度增长阶段转向高质量发展阶段的历史需要分析,还是面对逆全球化的思潮沉渣泛起、全球贸易战影响政治经济格局演变来看,进一步倡导与弘扬包容文化对推动全球开放发展都具有特别重要的战略意义。中国主动提出四个方面的重大举措来推动高质量扩大开放,支持海南全岛建设自由贸易试验区,探索建设中国特色自由贸易港,进一步促进投资和贸易便利化,进入高质量开放发展的3.0时代,将为新的全球化注入新的动力。习近平提出的构建"人类命运共同体"的理念,也正在全球快速扩散并在各地落地生根。由此可见,包容文化是促进开放发展的思想基础,中国已经开启高质量开放发展新时代,要积极推动更高水平的全球化,而新的全球化需要包容文化的滋润。

Among the four great civilizations in the world,only Chinese civilization remains continuous development and orderly inheritance.The fundamental reason lies in the inclusive nature of Chinese traditional culture.While adhering to its own traditional characteristics,inclusive culture,with an open mind,constantly absorbing and drawing on the nourishment of foreign cultures,has formed a broad and profound style,with special emphasis on"harmony in diversity".From the analysis of the historical needs of China′s economy from the stage of high-speed growth to the stage of high-quality development,or from the perspective of the emergence of the sediment of the anti-globalization trend of thought and the evolution of the political and economic pattern influenced by the global trade war,further advocating and carrying forward the inclusive culture is of particular strategic significance for promoting the development of global opening-up.China has taken the initiative to propose four major initiatives to promote high-quality and opening-up,support Hainan to build a free trade pilot area,explore the construction of a free trade port with Chinese characteristics,further promote investment and trade facilitation,and enter the 3.0 era of high-quality and opening-up and development,which will inject new impetus into the new globalization.Xi Jinping′s idea of building a"community of human destiny"is spreading rapidly around the world and taking root everywhere.Thus it can be seen that inclusive culture is the ideological basis for promoting opening development.China has opened a new era of high-quality opening-up and development.We should actively promote a higher level of globalization,and the new globalization needs the nourishment of inclusive culture.
