2020年后中国减贫的新战略

The New Strategy for China's Poverty Alleviation after 2020

减缓贫困是各国推进现代化进程中的一个永恒课题。在2020年中国实现现行标准下农村贫困人口脱贫目标后,将面临如何建立可持续的农村减贫长效机制和新形势下如何统筹城乡贫困治理两大战略任务。为此,要立足第二个百年目标,着手研究制定2020年后中国减贫的新战略,把农村减贫与乡村振兴有机结合起来,建立可持续的农村减贫和农民增收长效机制,并实行农村减贫与城市减贫并重,全面统筹城乡贫困治理。

Poverty alleviation is an eternal issue in the process of promoting modernization in all countries.After China achieves the goal of poverty alleviation under the current standards by 2020,it will face two strategic tasks:how to establish a sustainable long-term mechanism for poverty alleviation in rural areas and how to coordinate urban and rural poverty control under the new situation.Therefore,based on the second Centenary Goal,we should study and formulate a new strategy for poverty reduction in China after 2020,organically combine rural poverty reduction with rural revitalization,establish a long-term mechanism for sustainable rural poverty reduction and farmer income increase,lay equal stress on rural poverty reduction and urban poverty reduction,and comprehensively coordinate the governance of urban and rural poverty.
