乡村振兴战略背景下乡风文明建设的意义及其路径

The Significance and Path of Rural Civilization Construction under the Background of Rural Revitalization Strategy

党的十九大报告从全局和战略高度,明确提出实施乡村振兴战略,要求按照产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的总要求展开工作部署。乡风文明,就是要使农民综合素质进一步提升、农村文明程度进一步提高,这既是乡村振兴的重要目标,又是乡村振兴的灵魂和保障,直接关系到乡村振兴的发展动力和发展方向。然而,目前我国乡风文明建设仍存在不少突出问题,亟须从体制机制建设入手切实加强乡风文明建设,尽快扭转农村社会道德滑坡的不良局面。具体而言:一要提高全社会对乡风文明建设重要性的认识,打牢乡风文明建设的思想基础;二要大力发展农村经济,打牢乡风文明建设的物质基础;三要加强农村基层党组织建设,打牢乡风文明建设的组织基础;四要发展农村教育文化,提高农民素质,打牢乡风文明建设的文化基础。

The report of the 19th National Congress of the Communist Party of China clearly put forward the strategy of Rural Revitalization from the overall situation and strategic height,which calls for the deployment of work in accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance and prosperity of life.Rural civilization is to further enhance the comprehensive quality of farmers and further improve the level of rural civilization.This is not only an important goal of rural revitalization,but also the soul and guarantee of rural revitalization,which is directly related to the development of rural revitalization power and development direction.However,at present,there are still many outstanding problems in the construction of rural style civilization in China.It is urgent to strengthen the construction of rural style civilization from the construction of system and mechanism so as to reverse the bad situation of the decline of rural social morality as soon as possible.Specifically speaking:first,we should improve the whole society′s understanding of the importance of the construction of rural civilization,and lay a solid ideological foundation for the construction of local civilization;second,we should vigorously develop the rural economy and lay a solid foundation for the construction of local civilization;third,we should strengthen the construction of rural grass-roots party organizations and lay a solid organizational basis of the construction of rural civilization;fourth,we should develop rural education and culture,improve the quality of farmers,and lay a solid foundation for the construction of rural culture and civilization.
