南水北调中线防污应急演练方案浅析

Evaluation on emergency exercises for pollution control in Middle Route of South-to-North Water Diversion Project

南水北调中线线路长,跨渠桥梁众多,通过这些跨渠桥梁的危化品运输车辆发生突发事故而导致化学品泄漏入渠,是目前中线最大的水污染风险源。为提升应对能力,中线干线工程建设管理局组织开展了跨渠桥危化品车水污染应急演练。通过实际演练,增强了全线的风险意识,检验了中线应急预案,促进了中线建管单位和地方政府部门的联动,为长距离调水工程水污染事件应急演练及处置工作提供了重要借鉴。

Middle Route of South-to-North Water Diversion Project is featured with long distance water conveyance canals and many bridges across.At present,the biggest risk associated with the Middle Route is the pollution that may be caused by chemicals leakage of dangerous goods transport vehicles transporting along the canals and crossing bridges.In order to increase capacity of disaster elimination,the management bureau of the Middle Route conducted emergency exercises,which not only helped to raise awareness,but also gave a test to the emergency plan and joint actions of the central and local governments.It shall provide valuable experiences to deal with emergency accidents of long-distance water diversion projects.
