甘肃省小型水利工程参与农村“三变改革”的路径探讨

Path for initiating “three transfer reforms” in rural areas with participation of small waterworks in Gansu Province

从甘肃省小型水利工程参与农村"三变改革"的基础入手,重点对截至2017年年底全省已建成的小型水利工程建设基础、各类小型水利工程的管理模式进行分析,明确了小型水利工程参与农村"三变改革"的范围及总体思路,并从摸底造册、资产评估、确权颁证、折价入股、培育壮大经营主体等5个方面详细论述了小型水利工程进一步实现"资源变资产、资金变股金、农民变股民"目标的具体措施。最后提出了小型水利工程参与改革应注意因地制宜、两手发力,改革要依法依规,加强对国有资产流失的防范,要注重与其他相关改革的衔接配合及强化宣传等问题,确保改革取得实效。

In order to realize the objectives of“transferring water resources into assets,investment into shares and farmers into shareholders”,evaluations have been conducted to all kinds of small water projects that completed by the end of 2017 in Gansu Province and its operational models.The scope and general ideas of“three transfer reforms”are proposed,with detailed explanations on data collection and registration,asset evaluation,clarification of rights of utilization and issuing of certificates,converting assets into shares by evaluating it in money term and cultivating and expanding business entities.Finally,it is suggested to implement reform according to local conditions as well as rules and regulations,maximizing roles of both government and market,preventing loss of state-owned assets,integrating the initiative with other reform measures and strengthening public education,so as to ensure success of this reform.
