摘要
基于制度经济学的制度生成与制度路径依赖原理去分析传统封建时期的御史制度与新时期党内巡视制度。通过两种制度的设计与运行的比照发现,巡视制度生成与变迁的路径依赖表现为:独立监察、察纠荐并重和巡视官员的严格选拔;新时期党内巡视制度的制度创新表现为:人本主义监督理念、察办分离的制度设计;规范化与程序化的制度运行。
based on analysis of institutional economics perspective,we analyze the traditional and modern inspection institution.The path dependence of formation and change in modern inspection institution includes the independent supervisory,the operation of the touring,correcting and recommending,and the strict selection of patrol officials.The innovation of modern inspection institution includes the supervision of the people-oriented concept;the system design of separation and seamless docking between inspector and handling;the normalized and programmed institution running.
