The China-U.S.Governors Forum,one of the major dialogue mechanisms in bilateral relations,was established immediately after President Hu Jintao's visit to the United States in 2011.Through various economic and cultural interactions with China,American state and local governments are enriching the Sino-U.S.relations.Meantime,American state and local governments'involvement in human rights,Taiwan and other sensitive political issues further complicates the bilateral relations.American state and local governments are the cradles of future American leaders.Therefore,the creation of the China-U.S.Governors Forum has great significance and value in maintaining the overall stability of bilateral relations,consolidating the basis for cooperation,and minimizing the disputes.To further improve this dialogue mechanism,it is important to realize the different priorities of different local governments,to find common interest for both countries local governments,and to promote substantial cooperation at local government level.Some sub-state level dialogues may be necessary for future cooperation,and the efficiency of the dialogue mechanism need to be improved as well.By deepening the bilateral cooperation at local government level,both sides could lay down a solid basis for the future bilateral relations.
