The Difficulties and Countermeasures of Performance Evaluation on Gymnasiums in Jiangsu Province under the Background of Separation of Two Rights

采用实地调研、专家咨询等研究方法,对江苏省体育场馆绩效评价体系进行研究。主要结论:存在绩效评价公平问题、评价标准未更新、相关政策嵌入绩效评价的情境有待商榷等困境。提出相应对策:成立独立的绩效评价主体,增加社会公众满意度在绩效评价体系中的权重,采用科学的绩效评价体系。启示:改革背景下亟需完善绩效评价制度建设;增强社会公众在绩效评价中的主体地位;场馆补助政策应与有效的绩效评价相挂钩。

The research on the performance evaluation system of sports stadiums in Jiangsu Province is carried out by using the methods of field research and expert consultation.Main conclusions:There are fairness issues existed in the process of the performance evaluation,the evaluation criteria are outdated,and the relevant policy-embedded performance evaluation needs further improvements.The corresponding countermeasures have been put forward:Establish an independent performance evaluation subject,increase the weight of social public satisfaction in the performance evaluation system,and adopt a scientific performance evaluation system.Enlightenments:In the context of reform,it is urgent to improve the performance evaluation system,to emphasize the public's position in performance evaluation,and link the venue subsidy policy to an effective performance evaluation.
