分级诊疗是当前我国医疗卫生领域热点问题和重点工作,对公立医院改革产生重大影响,分级诊疗制度下公立医院如何调整自身发展战略意义重大。分级诊疗制度实施会给公立医院带来众多挑战,如总诊疗量下降、业务收入降低、医务人员流动性增加等。针对这些问题结合我国基本国情,从强化精细化管理理念、加强高新技术发展、运用DRGs重建绩效考核与薪酬制度、主动参与分级诊疗建设、提高信息化水平等方面提出政策建议,为公立医院改革提供路径参考。

Hierarchical diagnosis and treatment is a hot issue and key work in the field of modern health care.It has a major impact on the reform of public hospitals.It is of great significance for public hospitals to adjust their development strategies under the hierarchical diagnosis and treatment system.The implementation of hierarchical diagnosis and treatment system will bring many challenges to public hospitals,such as the decline in the total number of medical treatment,the decrease of business income,and the increase of the mobility of medical personnel.In response to these problems,suggestions are proposed,such as strengthening the concept of refined management,strengthening the development of high-tech,and applying DRGs proposed policy recommendations for rebuilding performance appraisal and compensation systems,actively participating in hierarchical diagnosis and treatment,and improving informationization level,to provide a path for public hospital reform.
