中非交流海外档案文献流失现状及其对策

文章聚焦中非交流海外档案文献征集工作。中国"国家记忆工程"是"世界记忆"的重要组成部分,海外档案征集是提升国家软实力的需要。当前中外交流海外档案流失严重,表现在中国援非医疗队等重要国际项目档案失散严重,坦赞铁路等国家援外重点建设项目档案亟待抢救性征集。建议确立海外档案工作的新高度,加强"国家记忆工程"的顶层设计和制度建设;加强调查研究,把握国际档案管理的新理念,建设好相关学科与专业队伍;拓展实践方式,探索海外档案文献收集的新路径,实现档案工作现代化。

The collection of overseas exchange archives is an important part of the“Memory of the World”Programme and essential for the improvement of the country's soft power.At present,the loss of archives related to the exchanges between China and foreign countries is serious.For instance,there is a serious loss of important archives of some international projects,including those documents related to Chinese medical teams in Africa.There is also an urgent need for the collection of key national foreign aids projects such as the Tazara Railway.For preserving China-Africa people-to-people exchanges,the author suggests to enhance the status of overseas archival work,strengthen the top-level design of projects related to national memory,improve investigation and studies,apply new theories of global archival management,set up related subject disciplinary and professional teams,explore new ways of practice,modernize archival work,introduce a new mechanism for the collection of foreign affairs archives,and form a good supportive framework.
