“米特—霍恩”模型视角下校园足球发展政策执行问题研究

Research on the Implementation of Campus Football Development Policy from the Perspective of “Meter-Horn” Model

采用文献资料法、逻辑归纳法,运用米特—霍恩政策执行系统模型对我国校园足球有关政策的制定、执行及效果等方面进行了分析。研究发现:校园足球发展过程中目标设定、文件政策效力、政策资源、组织沟通、执行机构、价值取向等方面存在着一定的问题,并严重阻碍了校园足球的发展。为了推动校园足球的开展和普及,笔者提出了优化政策目标、完善政策体系、拓宽政策资源、增强有效沟通、提升政策环境、引导价值取向等建议。

By using the literature method and logical induction method,and the Meter-Horn policy implementation system model,the paper analyzes the formulation,implementation and effect of policies on campus football in China.The study finds that there are certain problems in the process of campus football development,such as goal setting,document policy effectiveness,policy resources,organization and communication,implementation agencies,and value orientation,which hinder the development of campus football.In order to promote the development and popularity of campus football,the paper proposes suggestions such as optimizing policy goals,improving the policy system,widening policy resources,enhancing effective communication,improving the policy environment,and guiding value orientation.
