The Normative Development Path of Sharing Economy in the New Era: A New Perspective from Innovative Governance

共享经济对于培育经济新动能,拉动经济增长非常重要,但学术界尚未对共享经济进行系统研究。作为一种新兴经济,共享经济具有发展迅速、参与主体多元、运行机制独特等显著特征,共享经济在发展过程中也面临诸多风险:法律不完备、税收流失、垄断和不正当竞争、信息不对称与负外部性。为了规范共享经济的发展,需要对其进行合规性治理、协同性治理及社会性治理。

The sharing economy is of great importance for cultivating new economic kinetic energy and stimulating economic growth,but there are not systematical studies of the sharing economy in the academic circles.As a kind of emerging economy,the sharing economy has the characteristics of rapid development,multi-participation and unique operating mechanism.It also faces many risks in the development process:the risk of imperfect law,the risk of tax loss,the risk of monopoly and unfair competition,and the risk of information asymmetry and negative externalities.In order to promote the standardized development of the sharing economy,it is necessary to conduct compliance control,coordinated governance,and social governance.
