产能过剩企业的出口学习效应研究

Analysis on the Learning by Exporting Effects of Firms with Excess Capacity

基于世界银行中国企业调查数据对产能过剩企业的出口学习效应的分析结果表明,总体维度下,产能过剩企业的出口学习效应显著存在;企业、地区及行业维度下,小规模企业、东部地区以及一线城市中产能过剩企业不存在出口学习效应,其他类型企业、地区及行业的产能过剩企业呈现出显著的出口学习效应。因此,在鼓励出口学习效应显著存在的产能过剩企业积极从事出口活动的同时,需加大出口学习效应不存在的产能过剩企业的整合、置换及淘汰力度。

This article,by analyzing the survey data of learning by exporting effects of firms with excess capacity(EEEC)based on Chinese enterprises provided by the World Bank,reveals the following findings:firms with excess capacity show significant learning by exporting effects at overall level;from the dimensions of enterprises,regions and industries,enterprises with excess capacity in the small scale firms,east region and first-tier cities show no learning by exporting effect while other types of enterprises,regions and industries show significant learning by exporting effect.Therefore,it is suggested that government should encourage firms that have excess capacity and show significant learning by exporting effects to engage in export activities,and at the same time take sweeping measures on the integration,replacement and elimination of firms that have excess capacity and do not show significant learning by exporting effects.
