“共建共治共享社会治理格局”的理论内涵——基于社会治理创新的视角

Theoretical Connotation of “Co-construction,Co-governance and Co-shared Social Governance Pattern”: From the Perspective of Social Governance Innovation

党的十九大报告提出的"打造共建共治共享的社会治理格局"是我国社会治理领域最重要的指导原则和创新方向。"共建共治共享社会治理格局"能够很好地应对当下中国社会治理创新面临的"三个双重压力"即现代化和近代化、权利不饱和与义务不足、单一主体与多元主体的双重压力。其理论内涵包括:深层和长远目标是促进"人的全面而自由的发展";"共建共治共享社会治理格局"是中国政治民主的表现方式之一和实现路径之一;拓展了中国共产党的执政合法性资源;实现了"国家治理体系和治理能力现代化"思想在全球治理理论体系中的中国特色;其根本架构是"党委领导、政府负责、社会协同、公众参与、法治保障";要在实践中实现社会治理法治化、社会化、智能化和专业化。

The concept of“Co-construction,Co-governance and Co-shared Social Governance Pattern”put forward in the report of the 19th National Congress of the Communist Party of China has become the most important guiding principle and innovation direction in the field of social governance in China.It can cope well with the“Three Dual Pressures”faced in current social governance innovation,namely,the dual pressures of modernization and early modernization,the dual pressures of inadequate rights and insufficient obligations,and the dual pressures of a single subject and a pluralistic subject.Its theoretical connotations include:the essential and long-term goal is to promote“comprehensive and free development of mankind”;“Co-construction,Co-governance and Co-shared Social Governance Pattern”is one of the manifestations of political democracy of China and its realization paths;it has expanded the ruling legitimacy resources of the Communist Party of China;it realizes the Chinese characteristics in“the modernization of national governance system and governance capabilities”in the global governance theory system;the fundamental structure is“party leadership,government responsibility,social coordination,public participation,and the rule of law”;it is necessary to realize the legalization,socialization,intellectualization and specialization of social governance in practice.
