靶向监督执法就是集中执法资源,对风险高的工程项目实施重点执法,靶向执法分为"选靶"和"中靶"两个部分。选靶就是通过评估项目负责人的质量信用,筛选质量风险高的项目,中靶就是以规范有力的手段,纠正违规行为,提高执法效率。靶向执法是以集中执法资源纠正违法资源的差别化执法,与项目和企业的质量信用管理密切联系。在靶向执法的基础上,能够建立完善的市场信用系统,并运用系统实现更精准的靶向执法,最终实现以有限的监督资源实现最大的执法效果。

Target supervision and law enforcement is to concentrate law enforcement resources,implement key law enforcement on high-risk engineering projects,and target law enforcement is divided into“target selection”and“medium target”.Target selection is to select projects with high quality risk by evaluating the quality credit of project leaders;medium target is to correct violations and improve the efficiency of law enforcement by means of strong measures of standardization.Target law enforcement is closely related to the quality and credit management of projects and enterprises.On the basis of target law enforcement,it can establish a complete market credit system and use the system to achieve more accurate target law enforcement.
