建立完善高校信访事前防治机制的主要障碍和对策

Main Obstacles and Countermeasures for Establishing and Improving the Prevention and Control Mechanism of Complaint Visit in University

在新时代条件下,信访工作要与人民群众日益增长的美好生活需要相适应,仅靠当好"灭火队"是远远不够的,主动前移关口、构筑好"事前防范"体系已成大势所趋和当务之急。指出了建立完善高校信访事前防治机制的重要意义,分析了高校信访事前防治机制构建的主要障碍,从更新观念、完善规章、壮大力量、改进方法等视角出发,提出了建立完善高校信访事前防治机制的对策与建议。

Under the conditions of the new era,letters and visits must be adapted to the growing good life of the people.It is not enough to rely on a good“fire extinguishing team”alone.Actively moving forward and building a“pre-emptive”system have become the general trend and imperative urgency.This paper points out the significance of establishing and improving pre-emptive system of complaint visit in university,analyzes the major obstacles for pre-emptive system of complaint visit in university,from the perspective of updating concepts,improving regulations,strengthening power and improving methods,etc,and puts forward some countermeasures and suggestions to establish and improve the pre-emptive system of complaint visit in university.
