贫困问题始终是中国经济发展和社会发展的一大掣肘因素,也是中国政府一直高度关注的涉及民生领域的重要问题。自扶贫这项利国利民的政策出台后,近些年来,在扶贫领域的职务犯罪逐渐呈上升趋势。扶贫领域的职务犯罪,不仅会侵犯人民群众的切身利益,更会危害到党的执政根基和国家的长治久安。从扶贫领域职务犯罪主体的身份判定、扶贫领域职务犯罪这一问题的由来,以及对当下扶贫领域职务犯罪的现状和原因进行分析的基础上,提出建立健全教育、制度、监督三位一体的惩防体系,从而实现对扶贫领域职务犯罪的惩治与预防。

Poverty has always been a major impediment to China’s economic and social development,and an important issue concerning the people’s livelihood that the Chinese government has always been highly concerned about.Since the promulgation of the policy of poverty alleviation,the duty crimes in the field of poverty alleviation has been on the rise in recent years.Duty crimes in the field of poverty alleviation will not only infringe upon the vital interests of the people,but also endanger the ruling foundation of the Party and the long-term stability of the country.Based on the identification of the subject of duty crimes in the field of poverty alleviation,the origin of duty crimes in the field of poverty alleviation,and the analysis of the current situation and causes of duty crimes in the field of poverty alleviation,this paper puts forward the establishment and improvement of a trinity punishment and prevention system of education,system and supervision,so as to realize the punishment and prevention of duty crimes in the field of poverty alleviation.
