The Development Ecology of Internet Commonweal and Its Governance

互联网公益作为新兴的公益形式,是"互联网+"国家战略中的重要组成部分。在互联网公益随着技术进步发展迅猛的同时,也呈现出不平衡的发展生态:一是在网络社会中占据不同位置的公益组织发展状况参差不齐;二是互联网公益领域的不规范操作频发,公益运作效果良莠不齐。这种生态状况与公益行动者的分散与聚合、技术使用的效度与限度、制度建设的道与术,这几对互构式机制密切相关。随着公益领域的技术支持愈发智能,公益组织的结构日益多样,亟需更具创新性的治理思路。营造清朗的网络空间,生产正向的互联网逻辑,促进公益行动者进一步共享技术红利,并在多方参与的形式下加快制度建设的步伐,将有利于推动互联网公益走向平衡的健康生态。

As an emerging form of public welfare,Internet commonweal is an important part of the“Internet+”national strategy.Internet commonweal has developed rapidly with the advancement of technology,it also presents an unbalanced development ecology:first,the development of non-profit organizations occupying different positions in the network society is uneven;second,the irregular operation of internet commonweal is frequent,as a result,the effect of internet commonweal is mixed.This kind of ecological situation is closely related to the decentralization and aggregation of commonweal actors,the validity and limits of technology use,and the idea and operation of institution construction.As the technical support in commonweal field becomes more intelligent,the structure of non-profit organizations is increasingly diverse,it is urgent for more innovative governance ideas.Creating a clear cyberspace,producing positive internet logic,promoting commonweal actors to share technology dividends,and accelerating the pace of institutional construction in the form of multi-participation will be helpful to promote the healthy ecology of internet commonweal.
